No.114.Your despatch of the 30th March No.88.Leave and Passage Rules have been revised so as to incorporate as much as possible

of the Unified Services Scheme. It has been found that system of

voyage allowances in addition to leave greatly complicates intro- duction of new Rules on basis of Leave Rule 11 (3). I propos4

subject to concurrence of Peel and yourself to abandon Rule 11 (3)

and to revert to the original suggestion here that new rules as to leave and passages should apply to officers electing for them with effect from the last return from leave or if now on leave

from next return. Should be glad if Peel could be consulted as Rule 11 (3) was inserted with his personal approval. Reply by telegraph desired as publication of new General Orders awaits

insertion of new Leave and Passage Rules .
